UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest poll of local authorities, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of authorities attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and using savings to weather increasing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Local Levy Increases and Wider Fiscal Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to increase council taxes next April to address the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being strained by the increasing figures of children and adults needing Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the Send system until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest IMD measures,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the extent of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
